This year I used a light-duty power washer to clean the tile above the water line. It worked pretty well and sure didn't take long. You could even add clorox to the input of the washer, but I have not tried this.

I have a pool tile scrubber that I got at the pool store. It can attact to a pole but I just use it by hand while I am in the pool. It has a fillable reservoir that release a cleaning solution through the pad and I use a mixture of tile soap from the pool store and muriatic acid in it.
Works like a charm!
