I'm facing a similar problem and am using 36" quick-clamps to move them back into position. But have something to clamp it to--the way my deck is set up, and I need to put in new screws, too.

Yeah the picture thing didn't work. It's inground and the bullnose is incorporated into the concrete decking. There will be a 1 cm lip in the vinyl that can't be good for longevity of the liner. I imagine I will need to cut the coping and concrete and place a new segment? Yuck
Sorry, I'm not familiar with how to handle the concrete.

If you mean moderation (waiting period before your post appears), those issues were covered in the registration notice. There will be some new options coming up, however.
Regarding your coping -- if you look, you can see that the deck is formed INTO the coping. I don't know of any practical way to move or adjust that coping. If you can find a piece of matching coping somewhere, you could cut off a slice, trim it to fit, and then cement it into the gap.
