How full is full on an easy set pool?

from our experience when we had a small easy set, the fuller it was, the more likely the walls would collapse letting tons of water out when the kids climbed in and out over the wall

This sounds like an easy way to lower the pool level to a kid usable level.

The trouble is that the water coming over the donut can hold it down - pretty much until the pool is empty.
