1. Not sure why he says not to use the auto-chlorinator; maybe he's had a problem with new owners over-feeding. But, it's definitely a good idea for you to learn to operate the pool without it.
2. Regardless, in order to maintain your warranty rights, you need to run the pool, more or less as he says to do . . . even if he's wrong!
3. Effective chlorine levels are determined by the CYA (stabilizer, cyanuric acid) level, not be code or bucket label. See the "Best Guess" page linked in my signature.
4. For startup, an easy approach is to add bleach every night. Adding 1/2 gallon (for every 10K of pool water) of PLAIN household bleach each evening will keep your pool from turning green, till you work something else out.
