I was quoted $400 to remove the old liner (water allready drained) level the sand, and intall the new one, as well as a 1 year warranty on the install. Good price, or to high?

Seems a bit high to me, I got several prices between $400 and $500 to install an entire 21 ft pool.
In central Illinois, the going price for 21' AG pool installation is around $1100. That's why I chose to install myself. See my thread about what I went through to save $1000.

I just recently purchased a new liner for my 24 ft AG pool. The cost was approximately $325 and the installation guy charged me $600 to do the install.
Replacing a liner is not all that hard for me so it's not worth more than 100, but that's me. If you feel comfortable with the cost, it's worth it. Be cautious about warrantees though. When you think about it, what does that really cover? Beyond it coming off the lip or wrecking it during install, everything else could be argued that a swimmer caused the damage and probably would not be covered.

We installed it ourselves the last time, but that is a huge piece of vinyl to deal with. It is hard to get it wrinkle free. That is why I didn't want to fool with it this time.
