If your cell phone is so important then don't go in the pool when the phone may get dumped. If you have to get the thing on the first few rings, you're nuts. People leave messages. If they don't then I don't want to respond. I lived the great part of my life without a cell phone and now it's just a convience.
If...the phone gets dumped, pull the battery immediately. Then let the thing dry in the sun for few days. Moisture has to be removed. If the battery is in then you get additional problems from electrolytic action on circuit boards and chips. While drying it, keep it hot and exposed to air. If there are any signs of moisutre, like in the display, don't power it, keep drying it.
You have nothing to lose by trying to salvage the thing. I'm amazed that a friend had an LG phone and dumped it for many minutes and later, it worked. I dumped a cordless in the pool twice, it kept working.
