I'm in the process of resurfacing my pool as well and here is the info I can offer. Keep in mind I have not had the work done yet so all of this is based on what contractors have told me and what I've found in my own research. First, based on my research you should NOT need 5 or 6 coats of epoxy paint. That type of paint goes on in 1 or 2 coats (depending on the type of paint you get), you could also need a primer coat, depending on the condition of your surface. The retail cost of a gallon of epoxy paint is roughly $100 (roughly $70 for the primer). My pool has similar dimensions but is 36x18, so slightly larger, and I was told I need 10 gallons (and that matches my estimates, based on 150 sq. ft. of coverage from each gallon). You should also keep in mind that the prep is the most important part of painting a pool. For my very old, neglected pool they were going to sand off the old paint then acid wash before painting. I also have a significant crack repair that needs to be done. The price I got for the crack repair, prep and painting was $3800, which I then negotiated down to $3500. I considered doing the painting myself (with friends) and so I also got a quote for the contractor to do the crack repair and prep only and he gave me a price of $800 for that. So I figure the cost for just the painting was $3000 (which includes the paint). I'm not sure what your quote of $1700 includes. Is it just the painting? Is prep included? Are they going to prep it correctly (if not, then you won't be happy with the results)? $1700 seems pretty low and I'd also be skeptical since he said it would take 5 or 6 coats. It doesn't sound like he's planning on using epoxy paint.
We also considered replastering and I was told by a couple of contractors that it didn't NEED to be replastered. Unless your plaster is failing (coming off in chunks for example) you can either replaster about every 10 yrs or repaint every 5 yrs. Given the cost, I'm going with paint. I'm told the cost of replastering varies greatly, depending on the where you live. The quotes I got for my pool here in the Chicago area were anywhere from $10k to $15k. To answer the question about how it is done, they chip away some plaster just below the tile line so that the new plaster meets up flush with the old tile (obviously if you are retiling then this would be different). They then sandblast the entire pool before replastering.
I will try to remember to report back after my paint job is done. Right now I'm having the patio around my pool redone and the paint will happen after that is done.
