Hole in light niche

I have a 1978 Fiberglass pool. Leak started this week, pull light out thinking it was a leak with wire, turns out the actual niche metal has a hole tried 2 part epoxy, would not hold, tried hydrolic cement still leaking. Concrete deck all arould pool not easy to dig. Any suggestions?
