Hi All,
I have a 1972 concrete pool and had it painted with Olympic Zeron epoxy, there were a lot of missed spots and after numerous calls the guy came out to paint over, so of course after one swim season the 2nd coat is peeling big time, I assume the first coat was not etched. Now what? The guy is out of business. Do I sand-blast everything, acid etch and coat again?

Maybe not everything. But your new coat is only as sound as what it's attached to -- if you paint over unsound old paint, you will have unsound NEW paint, too.
Sorry. I've used Zeron many times. It's not hard, but it is picky, and many contractors don't 'do' picky. I never had a problem, but I've seen many bad jobs here locally.
