Hi, and welcome to the forum!

Many of our users have used bags of sand and bags of rock--and some have drilled holes in the bottom of the steps to let the water help weigh them down. Until you get some others to chime in with suggestions, you can search through the forum by logging out and using the google search linked in my sig.

We have the wedding cake style steps and made weights from large diameter PVC pipe filled with QuickCrete and capped at both ends. There are photos in the link to "My Pool Pages" in my signature below.

I used soda bottles filled with pea gravel, then water and a tablespoon of bleach and capped full of water (cap them underwater if possible).

I used a couple of the 182 oz bleach jugs... filled them with quickrete (dry, didn't even mix it) Capped them and in they went. We intended to get them wet and let them cure out of the pool but just haven't done it yet.
