Default Is this a bad re-plaster job?

I had my pool re-plastered the end of Feb 2006 with CLI Sunstone Quartz (same as DiamondBrite)finish.

I notice that there are what I call pitting in a lot of areas. They are only visible with the pool light shining. You can easily feel them with your fingers - some are pits, others are just very rough patches. Nothing at all like the samples you see at the store.

I am not referring to the "waves" in the plaster finish, but actual pitting - although very shallow pits.

Pool co. says you can't go by how it looks at night. Quoted the following from the National Plasterers Council
    Technical Manual 5th Edition
    Page 12, 3.1 3rd paragraph

"Observation, using the swimming pool light at night, or other sources of
light that shine across the surface, instead of upon the surface, are not
considered a fair representation of the surfaces true appearance. Certain
angles of light will grossly exaggerate imperfections and the waviness
    across the surface finish."
And they say also that the NPC Tech Manual has been accepted by the APSP and ACI, whatever that means.

I would really like some opinions. Should the finish be uniform over the entire surface (not talking about waviness)?
I am going to try to attach some stills from a video camera. BTW, a still camera does not capture it at night either - without flash, too dark; with flash, the flash reflects back into the camera.

I think I got two jpg files uploaded to illustrate the finish problem.
