Call your contractor to come inspect it since it's a new pool .
This week we were swimming in our new inground vinyl pool. My husband was walking in the shallow and and felt a small spot on the floor that feels like there is nothing underneath the liner. Like the poolcrete has sunk in a that spot. (I hope this makes sense) Anyway, I am not sure what to do? Will this cause any damage, or is there anything that my pool builder can do to fix it?

Yes it is hollow under the spot. When I push down with my toe I can't feel anything under the liner.
I would certianly have your contractor come 'look' at it. If it's actually on the bottom - there's not much that can be done other than draining the pool, and pulling the liner back to repair the hole.
I have a few of these on my Vinyl IG where the slope into the deep end meets the hopper wall. They are soft - but not totally hollow. The builder stated that they could fix them (draining more than 1/2 my water, and the _possiblity_ that I would have problems getting the liner to go back in 'just right').
He said however that it most likely wouldn't cause any problem unless it got larger.
That said - i live in a fairly wet area, and it's likely that just a small area on that particluar spot has sunk in due to water behind the wall (high water table). If you live in an especially wet area this could also be the case - but since the pool is brand new - I would be concerned.
My main concern would be a pinhole in the liner that could be leaking water at that spot, causing the sink hole.
