You can always use a paste of baking soda and water and a sponge--the baking soda is used to raise TA in a pool, but the small amount that might get into the pool should be negligible
Just curious, what is everyone using to clean the top rail of the pool. Is there a special cleaner that won't disturb the pool chemistry? Is this something I even need to be concerned with?

I use pool water. I dip a brush in the pool and scrub. It gets it pretty clean, my top rail is painted steel but I also use pool water to clean the skimmer and lid.
