Do you have a copy of your survey? Mine specifically shows utility easements - from what I understand you cannot have "permenant" structures on an utility easement. That being said - I have two AC units on contrete pads on my utility easement. Check with your local city permitting office or county - just don't give them a name or address, just ask general questions.
My previous experience is that you don't want them digging into it BEFORE you apply for a permit. I am building a pool now and the sales manager of the PB called the city to inquire as to whether they can install my pool equipment on the side of the house (zero lot line = utility easement down both sides of the house) - as ALL of the other homes on my street have the pool equipment on thier easement. Now the city has contacted the zoning office and found out that our subdevelopment has a zone requirement to keep all side yards open. Then I find out that this wouldn't have even been looked at by the people who permit pools.
Anyway - keep it vague - also a pool builder should know about local codes.
