Concrete pool finishes can last longer than 10 years, but those that do are (a) skillfully applied and (b) in pool with well managed chemistry.
If you Diamond Brite is de-laminating . . . that is most often an application failure, though draining a pool and leaving it empty can also cause delamination. If it's eroding or dissolving away, that is more likely a pool chemistry problem, but again, application matters.
