What size is the pump you have?
I have a few questions about this filter, I'm sure I can find most of the answers trough the search features as soon as I am granted access.
Tha main issue I am having is DE getting back into the pool, I cleaned the flex tubes last summer but that did not seem to help much. I have just pulled it back apart and noticed all of the DE sitting in the bottom instead of sticking to the flex tubes, I'm assuming this is a big part of my issue.
Any help would be greatly appreciated!

DE getting into the pool usually means one of three things:
1. A hole in one of the membranes covering the grids or fingers.
2. A broken or misplaced air relief mechanism.
3. An internal leak in the multiport valve (if you have one)
DE will NORMALLY fall to the bottom when the pump's off, but some should remain on the fingers. If the DE is IN the filter, little or none of it has coated the fingers, then a fourth possibility would be breaks or cracks in the internal piping of the filter.
So, pretty much no matter what, you need to fully disassemble the filter, and check out all the internals. Here's the manual for your filter: http://www.hayward-pool.com/pdf/manuals/Manual257.pdf

Please take a look at THIS post for some info on DE filters.
There is a good chance that your 'tube sheets' are cracked. (the tube sheets are the plastic disks that hold your filtering 'fingers')
I'd suggest that you open up the filter and check the sheets, DE will only enter the pool through a broken piece of the filter's internals - this includes missing/ bad seals.
If you need any help with this, I can almost do it with my eyes closed and will 'walk' you through the process.
