It means adding chlorine in the evening as the sun goes down and testing it first thing in the morning to to take any chlorine loss from sunlight out of the equation. If there is nothing 'eating' the chlorine you should not be losing any during the night. If it is dropping overnight it is not holding because something in the water is still consuming it (such as algae or ammonia) even if the water looks clear.

"Normal" daily chlorine loss depends on the amount of sunlight the pool gets, the CYA level, the bather load, etc. but anywhere up to about 2 ppm a day is not uncommon.
