leak at return fitting, Help

Hi, I have a cracked eyeball fitting on the steps of my inground liner pool. The steps are white plastic and the plastic outlet fitting that is cracked appears to be mounted through a hole in the steps and an eyeball director threads into it. Can this be repaired from the front so I don't have to break up the concrete to get to the back? any help or ideas please. Thanks , Larry
