I cannot answer about the heater but you certainly can put the pump and filter on concrete patio blocks. I have 18x18" patio blocks under my pump and filter.

I am going to replace my equipment (filter, pump, heater) this fall. I also will rebuild the concrete pad on which the equipment sits, because the pad is old, deteriorated and crumbling. I bought the house earlier this year, and the pool and equipment are 30 years old or so.
My question is, is a concrete pad necessary? Are there other types of surfaces that I can put the filter, pump and heater on? Or does it require a concrete pad? Maybe this is a local building code question, but any insight would be appreciated. thanks in advance.
