Sounds like the same stuff I had. My guess is tree pollen. It was really bad here in NC a few weeks ago during the same time our cars were covered with it. Haven't seen much lately.

I have seen it before and have no clue what it is. It accumulates on the skimmer and is brownish/black and feels like grease on your fingers

Anyhow, It could be pollen but I don't think it's season for that yet.
