    Have you tried:
    1) getting fresh CYA reagent
    2) having your water tested somewhere to see what they get for CYA?

    Even with high ammonia levels in the water new CYA should register on testing.

    Also, Is this an inground or above ground pool?
    How often do you need to top it off with new water?
    Do you have an autofill on the pool?
