Default How full should my sand filter be with sand?

My pool just doesn't seem to be clearing up and I was wandering if it was a filter problem. I took the top off of my sand filter and it is half full of sand. Is this the correct amount?

Probably, there needs to be a certain amount of 'head room' for the filter to do it's job properly - ~ 1/2 way is the norm.
