1) The chlorine measure is for pools using chlorine. The bromine measure is for pools using bromine. In a chlorine pool the bromine measure is useless.
2) Your chlorine is really low. Normally we suggest chlorine levels based on the level of something else, called stabilizer or CYA for IsoCyunuric Acid. You need to add chlorine at least to a minimum level.
3) Your pH is too high. Ideal range is between 7.2 and 7.6, but up to 7.8 is ok.
So, add bleach to your water, regular unscented bleach. 1 gallon of 6% ultra will raise the chlorine level by 6 in a pool of 10,000 gallons, by half that in 20,000 gallons (by 3) and by twice that in 5,000 gallons (by 12). You need to AT LEAST get your chlorine range to 5 for now. If your water is green, then at least to 10.
You can lower your pH with muriatic acid, no more than a cup at a time and remeasuring a little later.
