For $1000 I could probably afford to fly out to where you live, fix the problems, catch the next flight home and pocket a good portion of my rent. LOL
I can tell you how to easily deal with this yourself, but I need to know your chemical values first (your own testing with the Taylor K2006 is optimal, but even a pool store set of numbers would be OK for what I want to know).
Do you have the piece of tile that came off? If you don't and can't find the replacement, you can always just fill in the gap with 'pool mortar' to keep the other tiles surrounding it from loosening and falling off. (it looks to be pretty standard so finding a replacement oughtn't be too difficult)
