What are you going to put in the gas jug for weight? and not a metal jug- it will eat through pretty quick; if you fill jug with sand, it will work...
I've seen/am planning on using myself a weighted PVC pipe- put on end cap, fill with sand, put on other end cap, connect underneath steps!

Take a look at the pictures on my Website. We started out with sand-filled PVC tubes and then switched to tubes filled with QuickCrete. Works great. Putting the steps in and taking them out is a one person job and you do not have to get in the pool to do it.
