    I haven't heard that phrase either, but the good advice you're getting is to make sure there will be no standing water under or around your pool. Your sand can and very well may erode if you do not provide proper drainage.

    Weeping tile is drainage pipes.
    In the old days they were made of clay tile. Often had holes or slits in them so water can weep into the pipe to be carried away.

    Weeping tile, drainage tile, etc. does the same thing. Being a pool novice when my sister and I installed my pool, I didn't do tile. But after noticing the runoff from the bank behind my pool, you can bet I installed it the following spring. My yard isn't a swamp now and I'm positive my sand and cove are intact.
