The flow sensor can be tested with a multimeter for continuity. Remove the wires off the flow switch and test with the pump off and with the pump on. Test the two terminals on the flow switch. If it's reading an opened circuit with the pump off and a closed circuit with the pump on, the flow switch is good. It may be the flow switch wire too. However, continuity can also be tested on the cable.
Once you've verified the flow switch and cable are good, you can short the terminals that the flow switch is connected to the power supply, to simulate a good flow condition.
IF the power supply shows there is no flow, then it's most likely the circuit board.
I don't know how to test just the circuit board to see if its good or not, but this gets one component out of the picture of possible problems.
