Not deliberately! Normally, water should be to about the middle of the skimmer.

I have an automatic drain system to prevent it. It's so simple you won't believe it!
I have cut in to my pool a standard return/drain fitting at the height of a return. I have a drain grid screwed into it rather than a return eyeball. I have a hose coming out of it that drain loops UP to the maximum height of the water I can have, then down to a drain I have near the pool. When the water rise too high, it flows out of the drain so I don't overflow the sides of the pool. Simple and effective.
