concrete problems

I'm hoping someone can point me in the right direction. I'm the CPO of a large municipal pool (535,000 gals) and we are having problems with the concrete. The problem is that the concrete produces small divots due to the freezing and thawing over the winter. The old CPO used cement and NP1 (expansion joint caulking) to fill these divots. Usually by midsummer some of the divots are back leading to cuts and abrasions on toes and feet. Is there other products or methods out there that will eliminate this problem at least for the summer?
