I remember seeing an estimate for target CL, ALK, PH, CYA. etc.

Check the stickied threads in various forums, especially those begun by any of the moderators--CarlD (me), Poconos, Watermom, or aylad. Also by PoolDoc.
I'll give you numbers I like:
pH: 7.2-7.8
T/A(Total Alkalinity): 80-120ppm
Calcium: 200- 400ppm (but not relevant to vinyl pools)
CYA/Stabilizer: 30-50ppm
Ideal Chlorine levels are determined by CYA levels. AT MY PREFERRED CYA LEVEL... FC (Free Chlorine): 3-6ppm
CC (Combined Chloramines): 0 ppm (no matter the CYA level).
But if your CYA level is 100ppm, you MUST maintain a Free Chlorine level of 8-15ppm.

T/A is tied to pH. If pH is high, then T/A will be higher. If pH is lower, then T/A comes down as well. Your TRUE T/A is what you measure at your ideal pH--and you adjust it based on that.
