Without draining below the crack to make a dry fix, I would say you'll have limited success. You just can't get a good underwater bond.
Drained below the crack, two-part epoxy glue would be my first choice. Still has to be done carefully to get a lasting repair.
I did a major patch on mine a few years ago. Accidentally punched a major crack through the bottom just inside the opening. Had to drain a little so the area was dry. Used a mixture of ground up PVC pipe and PVC solvent. Applied the thick paste over the crack. Been holding fine since. Ground a piece of pipe with a rasp file. Can also use a coarse saw or anything to make small chips. Success depends on whether PVC solvent attacks the skimmer material. Try a little solvent with a Q-tip on a surface to see if it attacks the material. If it does, go for it.

While I'm sure that doing it dry, as per Dave and Al, will help to insure that the leak seals, I've had very good success using underwater 2- part epoxy. I think Al's method will do a better job than either Dave's or mine, but as he says - it will depend on whether the solvent will sufficiently soften the skimmer plastic.
