Boxer Glue. That's the stuff. Comes in all sizes, works above or under water.
But why don't you just replace the liner? You'll get 10-15 more years out of your pool. It's a do-able do-it-yourself project for a round AG. If it's an overlap liner it should be even easier.

I think it's about 5 years, I intend to look up the paperwork tonight.
I bought some vinyl repair kits today. I need to figure out how to get the duct tape residue off without making things worse. I think any cleaner other than soap will destroy what's left of the liner.
I'll check out Boxer Glue.

Gasoline will cut the duct tape goop without hurting what is left of that yucky liner. After that wipe down with isopropyl alcohol to remove any hydrocarbon residue left from the gas.
