size of filter and pump

Hello everyone,what a great site.I have learn SOooo much.Here is my question.I have a jacuzzi sand filter and 2 speed pump.The sand filter is model # 190L.200 LB.need to know if these two are a match for a 18x33 oval pool this is what is on the side of the filter.

filter area 1.87 ft
height 29.5 in
tank dia 19 in
filter 47 GPM
silica sand 200 lbs
eff size 48 mm
maintain 12"clearance
sides 18" clearance on top.

my pump is a 2 sp 1 hp model 94028081nbox and hs s1lrt6 I dont have manual on either of these.can someone tell me how to add sand not sure I did this right.I just put the sand in and it only held 150 lbs of sand.I notice that when I turn my pump on a cloud of something comes out in the return jet.also can someone tell me what this black thing is use for in the dilter.It came with the filter but didnt fit so we left it off.http://img115.imageshack.us/img115/4...r003np5.th.jpg
