Drain & New Water

I just had to get 16,000 gallons of new water due to last season winter leaked terrible. So here’s the issue… after cleaning the the liner super good I added bleach and tested it with my test kit and nothing showed up. So I shocked it and some algae settled to the bottom. I cleaned and vacuumed and shocked again. I did this like a total of 8 times and all times no CLORINE is showing up on my kit my ph is showing 7.0 cya <30. Idk what’s going on. Do I need to slam the pool. It is slightly cloudy. I need help.

Filter changed and cleaned & Chlorine: 6. Ph 7.8 cya <30
Finally! But the pool is still a little cloudy. Any advice what to do now. Should I still slam?
Please help. I’m use to a crystal blue pool
