Nothing should come up through the base but if the ground shifts underneath it will settle. Does the sunk area run horizontal to the side braces a couple of feet away from the wall? This is a common place for the ground to settle.

Yes, and it looks like a place something has tunneled. I guess there's no way to fix it until we replace the liner. Is that the way to do pool krete, to not let it harden first, then sink the liner?

Hi, it sounds like the ground settled on the outer edge of the pressure plates. That is fairly common. That probably would have happened no matter how firm the pool krete was. It is possible to drain the pool, just not into the deep area, repair and refill ASAP. I have done that. Or you could wait until your first liner change.
As for how long to let the stuff dry. I have very little knowledge there. I could not say for sure if that would have made a difference or not.

Miner mom,
I have two sets of friends who had pools installed, both w/ quick krete. Both stated that the installers (from the pool place in which they bought) let the q.k dry 24 hours prior to coming back and doing the linerand fill.
