Phosfloc Vacuum to Waste Question

I am in the process of using phosfloc to deal with a high phosphate problem. All went well until the vacuum to waste step to eliminate the flocced residue. I have wasted approx 1,000 gallons of water from a 31,000 gallon pool and hardly disturbed the flocced residue. It seems I could drain half the pool or more before it is gone. Does anyone have any recommendations for a better way to eliminate it? I did talk to the phosfloc manufacturer and they said vacuum to waste is the only option.
