Water still cloudy! 2.5 weeks after opening

First post, but I have been furiously reading various forums about what to do about cloudy water.
I have an inground pool, about 29,000 gallons. Fiberglass over concrete (1970's). Sand filter, chlorine treatment.

I have been a pool store water test victim for years, with test strips. I have another house that I rent out with an 18' above ground pool that I have battled cloudy water the past two years, I have not opened it yet...I am fearful.

Anyhow, I have had about 4 trips to my pool store, adding a bunch of alkalinity + and shock, to no results. The chlorine on the test strips was struggling to stay in ideal range, so I added more shock...more $$$

2.5 weeks later, it is a dull blue, and I can see the second step down on my ladder barely and that's it.

I ordered a Taylor K-2006 test kit, and will be moving over to the BBB method.

I am about ready to FLOC this pool, as I had to do last year, but I am not quite sure that will do it. A TON of work and TONS of water loss.

I added half a bottle of HTH water clarifier to help see if that would help the filter. I don't have a pressure gauge on my Hayward sand filter, but will be getting one. I backwash, then rinse often. I have vacuumed thoroughly twice, the second time really didn't get much (I use an inline leaf basket), normally I use my Kreepy Krauly. but wait until the water is clear.

FCl is about 7 ALK is about 100 PH is about 7.2 (I just added borax after that) CYA is about 50.
VERY frustrated that I cannot get this to clear up! It is pollen season, and it has been sunny in the upper 70's and no solar cover yet!
