Pool just resurfaced and water drips from candy cane air vent

Just had pool/spa resurfaced. The spa hydro-jets were replaced. I am now seeing water drip from the candy cane vent down by the jandy valves and pool and spa jet motors area where my piping is coming and going from the filter.. It only drips when the spa spillover is running. It stops when I shut that off and have the pool pressure ports returning water to the pool. I think I am describing this right.

First: What is the candy cane piping called (some sort of air vent)
Second: Any idea of the cause of the dripping.

I don;t understand the air vents on top of the spar or the hydro-jets on how they all tie together in operation.
