Jandy Pool Heater not lighting up

I have a Jandy Pool Heater LRZE250 that won't light up, I went through the troubleshooting guide and the transformer is putting out only 14v and guide says it's supposed to put out 24v, I thought the transformer was bad, so I replaced it and same problem. (Input power is 120v) Could that be causing my problem or is it a normal output range. I also discovered theirs no power in black/yellow wire from the PIB to the IGN Control. I'm mainly concerned with the voltage output, because if that is ok, the problem is more than likely the PIB needs to be replaced.
