extremely cloudy pool

we have been battling an extremely cloudy pool. We have added chemicals to try to clear it up but nothing has worked so far. The first pool sample I took to the pool store I was told my chlorine was low and my cyanuric acid was low but everything else was in normal range. We added 4 gallons of shock and a week later we still had no chlorine showing in the water test. New water sample showed chlorine was at 0 and our cyanuric acid was still low and this time our alkalinity was low and we needed to add chlorine, stabilizer and alkalinity plus to our pool. we added the chlorine, and the stabilizer already. How long do we need to wait before we can add the alkalinity? And will after adding all of this will our pool clear up? How long will it take

Is our problem possible filter related? We have never had an issue clearing up the cloudiness before and I am getting really frustrated.

Our pool in a 24" round by 54" deep. We are using a Hayward SW236T filter. Any help or suggestions you can give us we are willing to try.
