Take a sample now if you will be using your water to fill. If it isn't your water, find out where it's coming from and get a test of that. That way you will have what is needed on hand.
I believe Ben advocates starting to add chlorine when you have a foot of water in the pool, but I couldn't find a reference in a quick search.

If you are not an owner/builder ask your builder for a printed list of startup instructions and then follow them to the letter. Otherwise you could have problems with any pool warranty your builder offers. In a worst case scenario of extreme de-lamination you could end up paying out of pocket for a plaster strip and re-do which isn't cheap. So please ask your builder.

PS We are not starting our SWCG for a month we are running on sodium hypochlorite plain bleach not powdered. Next we will hold off on our heliocol for heat for at least 2 weeks although living in the Mojave with 120 degrees air temps we may run it at night for cooling.

alkalinity - 130
looks like i'll need to get some acid in as soon as it gets full . will the alkalinity come down naturaly or should I be prepared to add something to control that?
