PH too high, Chlorine too low

I have a 300 gal kiddie pool. I followed the site instructions on initial treatment yesterday and then some...

(0.9 bleach, 5 teaspoon borax. Wait one hour, test. Chlorine was low and ph was measuring at the highest my kit registers. Repeated dose. Waited hour, chlorine was still low so just added .5 tea Dichlor powder. Waited hour then added .7 60% Poly algaecide.)

Tested tonight and chlorine was so low it didn't register and PH is through the roof. It looks like i dropped red food coloring in.

Not knowing what to do, just added .5 teaspoon Dichlor powder.

Should I add an acid like sodium bisulfate? or should you only add acid if you have a pump? (I do NOT have pump on this pool).
