Clear pool, low FC, high TC

Hi,
My pool looks very clean and clear, however, FC is low (2) and TC is high (8). Before shocking it was FC:1.1 and TC: 2.8. (I am using a LaMotte 2016 Color Q Chemical Reagent tester.)

Also checked with manual dipping strips (LaMotte insta-test 6) : these show very low FC and NL TC. (different then the dipping)

I have low CYA levels (dropped from 45 to 15 in winter) (PH:7.4,CH: 184,ALK: 120)

1) Do I need to get concerned with the high TC? (Pool looks very clean)
2) I probably need to increase the CYA (ratio is good right now, but I may need more CL I guess)
3) Do I need to do "break though" chlorination"
