Help with J-hook liner install

I installed a new 18x33 oval pool in the same location that I had a previous 18*33 pool that had a wall failure after 22 years of service. this time I chose a j-hook liner and I am having trouble with the liner install due to bagginess of the liner on the sides. No significant wrinkles on the floor. I only have about 3 inches of water in the pool now and stopped filling due to rain and overcast cool days (50-60 degrees). I was extra careful to only have about 2 to 2.5 inches of sand in the pool base and used a laser level to do it so I am pretty sure that is all that is there. Will the bagginess come out as I continue to fill or should I stop now, remover liner and remove some of the sand and reinstall?
