chlorine off the chart

we are new pool owners and are having trouble keeping our pool chemicals at a proper level.. we had a pool specialist come out and teach us all the basics and when he was here are chemicals were all outta wack, so he shocked it , cleaned it and told us to use the BBB method..we have added the bleach, borax and baking soda as he recommended but now our ph is good chlorine is off the charts and we have a white film on the top of the water..it is still too cold to be swimming but need help to get chemicals straight before kids go crazy
