Valve actuator not working as programmed

I have a Compool CP3400 controller. Freeze guard activated last evening. However, when alternating to spa, only the suction valve opened. The return valve did not move. When I flip both switches on the compool actuator the valve will open and close. I didn't see any frayed wires in the control box. I pulled and reseated the faulty actuator connections. Is there a reset procedure for this controller? Should I swap actuators to troubleshoot MB programming? Is there anything I could look at inside the actuator? Thanks.
