New house, new pool owner, TightWatt timer questions

So our new home with saltwater pool uses a TightWatt timer. It seems that the company has gone out of business, I've located a user manual PDF, but it doesn't seem to be adhering to the times I've set it to run. AND the Hayword Chlorinator only seems to turn on in the evenings, only after the filter has been running for 10-12 hours, but I've heard that it needs to be running during daylight hours, which isn't always the case. Any other TightWatt users out there that could shed light on how this particular timer works?
