5 yr old above ground pool: do I need to refill it?

We've been researching the best way to keep this pool up, we have a permasalt system but the pool guy we used last year told us to use chlorine instead because he had never had good luck with that system. So this year we've been using shock and chlorine and baking soda and algecide and floculant and clarifier, and for the most part, we've done ok, but several weeks ago had a couple of days' rain & it turned a really dark shade of green, we tried multiple doses of shock that didn't work, so today we put in Yellow Out and liquid chlorine, now it's blue but cloudy. pH was low so we added 2 cups of borax. I've read so much stuff my eyes are crossing and one of the blogs I read said I should refill the pool. Another said it would tear up the lining. I'm confused. What should I do?
