I registered but still don't have permissions.? Help pls

I'd like information on burying an above ground Doughboy, approximately 30" deep. I live in Indiana and am concerned about the effects of freeze and thaw. Also I should add that I will be a first time pool owner, but will be retired so hope to have plenty of time to keep it up.
