Improper Skimmer Installation

Resurfacing pool. Pool pro says two skimmers plumbed incorrectly. Pipe to pump installed side of skimmer just above basket (not on the bottom). The skimmer connected to main drain has main drain connected to bottom of skimmer with pipe to pump installed on side of skimmer also. Needless to say all material bypasses skimmer baskets and is trapped in pump basket. Pool pro says to redo the plumbing (must dig under deck). Anyone hear of this type of install. Pool 15 to 20 years old; bought house 4 years ago. In Texas.
